PA Convict Slashes Roommate In Chest, Neck With Kitchen Knife, Police Say

A roommate was slashed across his neck and chest by a man supposedly on drugs just before midnight on Sunday, authorities announced the following day.

Lee Allen Payne was in front of his home in the 100 block of North Pitt Street, Carlisle when the police arrived at 11:55 p.m. on Aug. 27, the department detailed in the release. 

The Carlisle PD was called by Payne's roommate due to his "drug activity," as stated in the release. 

The 46-year-old "attacked the caller with a large kitchen knife in the apartment after an argument," the roommate told officers.

Officers saw "several shallow lacerations to (the victim's) arms and marks to his chest and neck."  

The roommate told police he was able to remove the knife from Payne's grasp before he exited their apartment. 

Payne was arrested without incident on charges of felony aggravated assault - attempts to cause or cause bodily injury with a deadly weapon, misdemeanor simple assault, summary harassment - subject another to physical contact, court records show. 

He has been held on $60,000 in bail in the Cumberland County Prison, according to his latest court docket. 

Payne has a lengthy criminal record which began in 2004 with multiple "theft from a motor vehicle" charges and was sentenced to six months to two years in prison followed by two years of probation, court records show. In 2009, he furnished minors with liquor and harassed people, his sentence in this case was unavailable. Next in 2012 he committed open lewdness and served 195 days in jail. Then in 2013, he was caught driving drunk; in 2016 he committed a theft and was found with drugs in separate incidents; in 2018 he made false police reports, but his sentences for all four cases were unavailable. Finally, in 2019, he committed a simple assault and was sentenced to two to 15 months in jail, as detailed in his previous court dockets. 

His preliminary hearing has been scheduled before Magisterial District Judge Mark Martin at 8:45 a.m. on Sept. 6, according to his recent docket.
